FRA prepared a Draft EIS and Draft Section 4(f) Evaluation, which incorporates comments received during scoping, as appropriate, and provides detailed technical analyses related to potential social, economic, and environmental impacts of the Preferred Alternative. FRA solicited public comments on this Draft EIS through the end of the comment period, which was open for 45 days and ended on July 26, 2021.

FRA conducted a virtual scoping process from July 1, 2020 to July 31, 2020 to receive public input on the items bulleted below. As the project is subject to Section 106 of the Historic Preservation Act, FRA invited comments concerning potential effects of the project on historic and cultural resources during the scoping period. Individuals and organizations were also able to request to participate as a Consulting Party for this undertaking during this scoping period.
